In the academic year just past, the Expert Commission on Philosophical Disciplines of the Higher Certification Committee [VAK] processed 441 cases pertaining to the award of degrees and ranks. Of these, positive decisions were handed down in 333 cases, and negative decisions in 9 cases, while final decisions have not yet been taken on 99. Of the total number, 418 cases were examined, 114 of these for the degree of Doctor of Philosophical Sciences and 304 for Candidate in Philosophical Sciences, (...) and final decisions were taken on 323, while 95 were referred to further expert examination. The struggle for peace and social progress was and remains a strategic policy of the Soviet state. As the General Secretary of the CPSU Central Committee, M.S. Gorbachev, stated it at the Extraordinary March Plenum of the Central Committee, it is now vital to reach agreement "on an immediate end to the arms race—particularly nuclear arms—on earth and the banning of it in space.".

The constantly accelerating progress of contemporary natural science is indissolubly associated with the development and use of mathematics and with the processes of mathematical modeling of the phenomena of nature. The essence of this diverse and highly fertile interaction of mathematics and natural science and the dialectics of this interaction can only be disclosed through analysis of the nature of theoretical notions in general. Today, above all in the ranks of materialistically minded researchers, it is generally accepted that theory possesses (...) a value of its own. Contrary to positivist concepts of the nature of our knowledge, the meaning and significance of theory do not consist merely of the recording of experimental data, their classification and notation in abbreviated form. The meaning of theory is considerably more significant and is revealed, above all, in its explanatory and predictive functions. Contemporary theoretical knowledge is quite advanced and comprises a highly complex system, relatively self-contained and capable of internal development. Mathematics is the most interesting and distinctive phenomenon in the system of theoretical knowledge, in the system of science in general. It is in its dialectical development that the internal force and dynamics of the development of theory, in the very broadest sense of that word, find expression. Paul Lafargue tells us that Karl Marx held that "science only attains perfection when it succeeds in making use of mathematics" . In many fields of research the formulation of new ideas and concepts rests upon mathematics, its concepts and notions, and "is suggested" by the latter. "Mathematics," writes F. Dyson, "is the main source of the notions and principles out of which new theories are created" . The basic significance of mathematics to theory has been noted by outstanding thinkers over the course of the entire history of development of science. Today the expressive phrase, "the mathematization of knowledge," has come into general currency as a description of the principal direction of growth of theoretical notions in natural science. However, with respect to the growth of modern theoretical physics in general, the statement that it develops primarily by the method of the mathematical hypothesis has general validity. For example, the principal findings and discoveries of quantum theory and particle physics, starting from the corpuscularwave dualism and terminating with the omega minus hyperon and hypothetical quarks, were obtained or made "at the tip of a mathematician's pen.". ABSTRACTAttentional bias to uncertain threat is associated with anxiety disorders. Here we examine the extent to which emotional face distractors and individual differences in intolerance of uncertainty, impact saccades in two versions of the “follow a cross” task. In both versions of the follow the cross task, the probability of receiving an emotional face distractor was 66.7%. To increase perceived uncertainty regarding the location of the face distractors, in one of the tasks additional non-predictive cues were presented before the onset (...) of the face distractors and target. We did not find IU to impact saccades towards non-cued face distractors. However, we found IU, over Trait Anxiety, to impact saccades towards non-predictive cueing of face distractors. Under these conditions, IU individuals’ eyes were pulled towards angry face distractors and away from happy face distractors overall, and the speed of this deviation of the eyes was determined by the combination of the c... Among the many names violently consigned to oblivion, one cannot omit mentioning the name of Gustav Gustavovich Shpet, a scholar who made a substantial contribution to our country's philosophy, psychology, aesthetics, and linguistics. His rehabilitation in 1956 was not enough to restore his memory in public consciousness, paralyzed by the inertia and fears of the Stalinist years, and the freeze that began soon after, of the sprouts that had just been summoned to life, had its impact in an abrogation of (...) agreements, cessation of publications, and in a number of cases removal of references to the philosopher. And the further thirty years of oblivion that followed were one more period of unjust punishment and a new ordeal in the terrible fate of the scholar and his ideas. His writings, which should have been a new word in science, should have given direction to further investigations, became effectively inaccessible to subsequent generations. References to Shpet in the works of Viach. Vs. Ivanov, Iu. M. Lotman, D. S. Likhachev, A. P. Chudakov, and others, and the article in Philosophical Encyclopedia [Filosofskaia entsiklopediia] written by V. S. Asmus aroused interest in Shpet's writings in Hungary and Germany. In the summer of 1986, an international conference on Shpet was held in Bochum, and his books are being translated. Unfortunately, in his own country the level of research on the philosopher's writings and thoughts is still almost at point zero, but we may hope that interest in Shpet's ideas will grow considerably in connection with the publication of the series From the History of Russian Philosophical Thought [Iz istorii otechestvennoi filosofskoi mysli] and a number of other publications. Akademikai ir politikos formuotojai suvokė, kad šis laikotarpis bus sunkus eiliniams gyventojams. Svarstoma, kad Lietuvoje transformacijos laikotar­pis baigėsi – pavyzdžiui, 2004 m., šaliai įstojus į ES ir NATO. Tačiau nežinome, kada šis laikotarpis pasibaigė žiūrint iš Lietuvos gyventojų perspektyvos (jeigu apskritai pa­sibaigė). Todėl šiame straipsnyje siekiama atsakyti į klausimą, kokie su transformacija susiję periodai arba lūžiai išryškėja (jeigu išryškėja) socialinėje atmintyje. Straipsnyje laikomasi periodo definicijos, pagal kurią jis turi ribas (...) laike ir pavadinimą, suvokiamas kaip homogeniškas. Kokybiniai interviu, 2021 m. vasarą surinkti Panevėžyje, Jonavo­je ir kaimuose aplink šiuos miestus, analizuojami taikant refleksyviąją teminę analizę (RTA). Daroma išvada, kad transformacija yra glaudžiai įsipynusi į dabartinį Nepri­klausomybės laikotarpį. Viena vertus, kai kurie tyrimo dalyviai pasakojo apie „per­ versmo“, „suirutės“ laiką, kartais jį lygino su pokariu. Kita vertus, atmintyje kur kas ryškesnis bendras atkurtos Nepriklausomybės laikotarpis: jis suvokiamas kaip daug­maž homogeniškas laipsniškos kaitos laikas, kurį įmanu palyginti su stambiu periodu prieš esminį lūžį – sovietmečiu. As it happened, I became acquainted with E.V. Il'enkov quite late, in the mid- or even the late 1960s. It was only a bit more than ten years before his death that I began to feel at home in his house, was able to visit without calling ahead, and was able to call him by his first name and the familiar "you"—that is, like many, many of not only his true friends but also like-minded thinkers, who became his close acquaintances, (...) most of whom justly considered themselves his pupils … The door would open wide, and Olia, Professor K.I. Salimova, Eval'd's wife and most devoted friend, not at all surprised by the unexpected guest and seemingly even quite happy at his arrival , would try first to draw him into the kitchen and feed him … which she more often than not succeeded in doing. I am not talking about myself: there were always many guests, and this is precisely how they arrived at the Il'enkovs' apartment. Recently, a critic in Literaturnaia gazeta recalled those whom he met in Eval'd's apartment in the 1960s: "This was a tight circle of like-minded thinkers," wrote the critic. "But some of them are no longer with us, while most are far away, beyond our borders." Obviously, he had not been in the house often or had forgotten things over the distance of years. There was no "circle," nor could there have been one—not with this host, not with his lifestyle and way of relating to people. I met a good hundred fine and various people in Eval'd's home: I.N. Korzhavin, V. Davydov, A. Meshcheriakov, S. Vinogradova, N. Dubinin, V. Zinchenko, A. Zinov'ev, Iu. Kamiakin, and … indeed, five pages would not be enough to list the quite famous and the not-quite-so-famous, simply ordinary people with no claim to fame. Nazym Khikmet, A.N. Leont'ev, and B.M. Kedrov were friends of the house … Ever new faces, figures, and words come to mind. I cannot forgive myself: once Eval'd Vasil'evich wanted to take me along to Iurii Liubimov's to read his play Neither God nor Tsar nor Hero … [Ni bog, ni tsar' i ni geroi], but I had some other business, something so important that I do not even remember now what it was, and it is probably not worth remembering. But most likely I was too timid to appear uninvited at the house of a person burning with creativity. The same thing happened with Galich … Eval'd liked especially his song about Zoshchenko. He did not sing it; he narrated it, but in such a way that tears always came to one's eyes. (shrink)

Straipsnyje, remiantis tarptautinio jaunimo delinkvencijos ir viktimizacijos kiekybinio tyrimo ISRD, kuris Lietuvoje atliktas 2006 m., 2013 m. ir 2022 m., duomenimis, nagrinėjamas jaunuolių, gimusių po 1990-ųjų metų Lietuvoje, turtinio ir smurtinio pobūdžio delinkventinis elgesys. Keliant klausimą, kaip keitėsi šio pobūdžio delinkventinio elgesio dinamika, kiek ji atliepė registruotų nepilnamečių nusikalstamų veikų tendencijas bei kiek lytis išliko kaip delinkventinį elgesį diferencijuojantis veiksnys, straipsnyje lyginamos trijų amžiaus kohortų, jaunuolių, gimusių 1991–1993 m., 1998–2000 m. ir 2007–2009 m., apklausų duomenys. Tyrimo rezultatai atskleidė delinkventinio elgesio (...) tarp kohortų skirtumus, o naujausio tyrimo rezultatai leidžia teigti, kad 2007–2009 m. gimusiųjų amžiaus kohortoje delinkventinis elgesys būdingas tiek vaikinams, tiek merginoms, ir šie jaunuoliai labiau pasižymi turtinio, o ne smurtinio pobūdžio delinkventiniu elgesiu. M. Hakan Yavuz offers an insightful and wide-ranging study of the Gulen Movement, one of the most controversial developments in contemporary Islam. Founded in Turkey by the Muslim thinker Fethullah Gulen, the Gulen Movement aims to disseminate a ''moderate'' interpretation of Islam through faith-based education.

In this paper we examine the case of Tay, the Microsoft AI chatbot that was launched in March, 2016. After less than 24 hours, Microsoft shut down the experiment because the chatbot was generating tweets that were judged to be inappropriate since they included racist, sexist, and anti-Semitic language. We contend that the case of Tay illustrates a problem with the very nature of learning software that interacts directly with the public, and the developer's role and responsibility associated with it. (...) We make the case that when LS interacts directly with people or indirectly via social media, the developer has additional ethical responsibilities beyond those of standard software. We argue that thoughts are structures of concepts, and that concepts should be individuated by their origins, rather than in terms of their semantic or epistemic properties. Many features of cognition turn on the vehicles of content, thoughts, rather than on the nature of the contents they express. Originalism makes concepts available to explain, with no threat of circularity, puzzling cases concerning thought. In this paper, we mention Hesperus/Phosphorus puzzles, the Evans-Perry example of the ship seen through different windows, and (...) This book is an extensive survey and critical examination of the literature on the use of expert opinion in scientific inquiry and policy making. The elicitation, representation, and use of expert opinion is increasingly important for two reasons: advancing technology leads to more and more complex decision problems, and technologists are turning in greater numbers to "expert systems" and other similar artifacts of artificial intelligence. Cooke here considers how expert opinion is being used today, how an expert's uncertainty is or (...) should be represented, how people do or should reason with uncertainty, how the quality and usefulness of expert opinion can be assessed, and how the views of several experts might be combined. He argues for the importance of developing practical models with a transparent mathematic foundation for the use of expert opinion in science, and presents three tested models, termed "classical," "Bayesian," and "psychological scaling." Detailed case studies illustrate how they can be applied to a diversity of real problems in engineering and planning. (shrink)

Çin, son dönemlerde Körfez Bölgesine yönelik izlediği aktif politika, Çin Devlet Başkanı Xi Jipping’in (Şi Cinping), 7-9 Aralık 2022 tarihinde Körfez’e gerçekleştirdiği kapsamlı ziyaretle birlikte daha fazla dinamizm kazanmıştır. Bu ziyareti takiben yapılan analizler Çin’in, Körfez açılımını ABD’nin bölgesel hegemonyasını zayıflatmaya yönelik bir girişim olarak değerlendirmektedirler. Aynı ziyaret sırasında Pekin ve Riyad yönetimleri arasında imzalanan kapsamlı anlaşmalar ise ABD’nin Körfezdeki uzun erimli güvenlik partneri Suudi Arabistan’a ilişkin “eksen kayması” tartışmalarını başlattı. Bu çalışma güncelliğini koruyan iki tartışmanın kapsamlı bir muhakemesini yapmayı (...) hedeflemektedir. Bu amaçla uluslararası ilişkiler disiplinin son dönem fenomen teorisi olan hiyerarşinin ilgili argümanları kullanılmaktadır. Bu teorik çerçeveden hareketle, çalışmada ilk olarak Çin’in Körfez siyasetini şekillendiren stratejilerin fiyat arttırma (oubidding) ve negatif dengeleme (negative balancing) olduğu ve bu stratejilerin Körfez Bölgesi ülkeleri açısından yeni imkânlar yarattığı tespitinde bulunulmaktadır. Bunun yanı sıra Suudi Arabistan’ın, Çin ile gelişen ikili ilişkilerini hâlihazırda ABD ile sürdürmekte olduğu ilişkisine bir alternatif olarak görmediği, aksine Çin’in bahsi geçen stratejilerinden maksimum kazanım elde ederek otonomisini arttırmaya çalıştığı ayrıca belirtiliyor. This article explores early Greeks' cosmological speculation, showing how they explored the possibility of a “theory of everything” and human understanding of the cosmos. In the exposition of competitive cosmologies, there are three questions still unresolved: the form of most of the matter in the universe is not known; the process of beginning of the universe is not known; and whether the universe is finite or infinite is also not known. Presocratic solutions to these problems, still perplexing to the contemporaries, (...) are tackled in this article, with the addition of a note on what is called the anthropic principle, which addresses the place of human life and human observation in the whole. Disguised plagiarism often goes undetected. An especially subtle type of disguised plagiarism is translation plagiarism, which occurs when the work of one author is republished in a different language with authorship credit taken by someone else. I focus on the challenge of demonstrating this subtle variety of plagiarism and examine the corruptive influence that plagiarizing articles exert on unsuspecting researchers who later cite them in the downstream literature as genuine products of research. I conclude by arguing that an open discussion (...) of plagiarizing articles in philosophy is necessary for maintaining the reliability of the body of published research and for restoring integrity to scholarly communication. This is the first full-length biography of John Langshaw Austin (1911–60). The opening four chapters outline his origins, childhood, schooling, and time as an undergraduate, while the next four examine his early career in professional philosophy, looking at the influence of Oxford Realism, Logical Positivism, Pragmatism, and the later Wittgenstein. The central twelve chapters then explore Austin’s wartime career in British Intelligence. The first three examine the contributions he made to the campaigns in North Africa; the next seven the seminal (...) role he played in ensuring the outstanding accuracy of the D-Day Intelligence; while the final two explore his contributions to Arnhem, the Ardennes, and the post-war administration of Germany. The last main section of the book then outlines and assesses Austin’s contributions to post-war Oxford Ordinary Language Philosophy. The first three chapters discuss the impact on Oxford philosophy of the cultural atmosphere of post-war Britain and the later Wittgenstein’s ideas. The next four look at Austin’s influence on post-war Oxford, particularly his Saturday morning discussion group and his perception lectures. The next five chapters concentrate on America’s influence on Austin and vice versa, paying particular attention to Austin’s work on speech-acts and his semesters in Harvard and Berkeley. The final two chapters examine Austin’s declining influence in Oxford, and his tragically premature death. (shrink)

In the long 20th century, modern China experienced perhaps the world’s most radical and systematic secularization process and the decimation of traditional religious and ritual cultures. This article seeks to account for this experience by engaging with postcolonial theory, a body of discourse seldom found relevant to China Studies. The article attempts a two-pronged critique of both state secularization and some aspects of existing Postcolonial Studies/theory. It shows the many ways in which nationalist elites in modern China unwittingly absorbed Western (...) Orientalist discourse even as their words and actions were ostensibly anti-colonial, and much of the article examines the consequences of this native Orientalism upon Chinese religiosities. Finally, the article suggests that one cannot discuss governmentality in modern China without understanding how it is intertwined with a sovereign power that is both archaic and, at the same time, has experienced renewal and expansion in modernity. This article examines the mutual influence between Ernst Cassirer and his cousin, the neurologist Kurt Goldstein. For both Cassirer and Goldstein, views on the nature of human cognition were fundamental to their understanding of scientific knowledge, and these were informed by both philosophical theorizing and empirical research on pathologies of the nervous system. Following Cassirer, and in agreement with the physicalism of the Vienna Circle, Goldstein held that the physical sciences had progressed by arriving at abstract, mathematical representations to take (...) the place of qualitative characterizations of observable reality. In tension with physicalism, Goldstein was not sanguine about the fruitfulness of the abstractive approach in biology. He proposed that biology must adhere to its own sui generis methods of observation and experimentation in order to obtain knowledge of the “natures” of living organisms. I argue that there is a parallel with Cassirer’s assertion of the differences between physical and cultural sciences, underwritten by the deployment of varying symbolic functions. I also propose that the neurological writings of Goldstein are an important backdrop to Cassirer’s positive evaluation of abstract thought, in contrast to the pessimism regarding a worldview dominated by scientific abstractions expressed by philosophers such as Bergson, Whitehead, and Husserl.
